You could call the ASPCA. You could call PETA. Personally, I would call Pamela Andersen, but that's just me. But, what could you say that they would actually believe?
It appears that the dog's owners have way too much time on their hands. Rather than dressing up doggie, they could help serve in a soup kitchen- something more worthy of being a human being.

This is just too sad. Poor Poodle. A breed of animal that was once proud hunting dog and now all of the last bastion of dignity is now all gone.
